On May 5, Tai Li Fu Machinery & Equipment (Qingdao) Co., Ltd. successfully issued a declaration of origin of the China-New Zealand Free Trade Agreement, which is the first declaration of origin issued by Shandong Province after the "China-New Zealand Free Trade Agreement Upgrade Protocol" officially entered into force. The declaration has the same effect as the certificate of origin issued by the customs, according to this statement, the forklift equipment exported by the enterprise worth 445,000 yuan enjoys zero tariff concessions when customs clearance in New Zealand, and can reduce tariffs by more than 20,000 yuan.

The China-New Zealand Free Trade Agreement Upgrade Protocol came into force on April 7, compared with the old version, the upgraded protocol further optimizes the rules of origin, introduces the system of self-declaration of origin of approved exporters, and enterprises that become approved exporters can choose to issue a declaration of origin or RCEP declaration of origin of the China-Singapore FREE Trade Agreement according to the degree of benefit, and do not need to apply for a certificate of origin from the visa agency. Tai Li Fu Machinery and Equipment (Qingdao) Co., Ltd. is the first batch of approved exporters of RCEP Customs Supervision Service Innovation Test Base (SCO), mainly engaged in the research and development and production of loading and unloading engineering equipment, mechanical parts, forklifts and other products, most of its products are exported to New Zealand and other countries in the RCEP region. "New Zealand is an important overseas market for us, and due to the epidemic, the departure date has changed frequently, and it is often necessary to change the certificate after it is issued in advance." Zhang Xia introduced that after becoming an "approved exporter" enterprise, as long as it meets the corresponding system of the free trade agreement, the export of goods can realize the "stay at home" and issue a declaration of origin independently, saving a lot of time and labor costs, and the company can more flexibly arrange foreign trade orders for production and shipment.

In addition, Tai Li Fu Machinery & Equipment (Qingdao) Co., Ltd. is also an AEO (Certified Operator) enterprise of Customs. After the implementation of AEO mutual recognition by China and New Zealand Customs, the company's goods exported to New Zealand can enjoy the import and export customs clearance facilitation measures provided by the customs of the two countries at the same time, and the customs clearance time alone can be reduced by about 50%. "The China-New Zealand Upgrade Protocol introduces an approved exporter's declaration of origin system, which superimposes AEO enterprise policy dividends, which can save enterprise operating costs, further improve the customs clearance timeliness of goods, and enhance the international market competitiveness of enterprises." Xu Yuejing, deputy director of Jiaozhou Customs, said.
